Circular Action Alliance has released a Request for Proposal (RFP) for parties interested in conducting the Needs Assessment required by Colorado’s Producer Responsibility Program for Statewide Recycling Act. The RFP is available on bidsUSA and closes on June 30, 2023.

The purpose of the Needs Assessment is to assess the service availability, infrastructure capacity and gaps, market conditions, educational needs, and costs of recycling and composting services. The Needs Assessment must also establish a proposed list of recyclable materials (covered materials) and include three projected scenarios for increasing the recycling rate and collection rate in Colorado.
