Manage Longmont’s waste services programs including operations and financial planning, policy development and regional waste diversion planning. Also manage the City’s Waste Diversion Center.
Principal Duties
This position is responsible for planning and implementing all curbside and special waste services including related facilities. Planning will include financial planning, operations planning, education and outreach program development, policy development and waste reduction planning. Related duties and tasks are as follows:
- Develop operations plans for waste services emphasizing effective customer service, proper policies and procedures, schedules and staffing, emergency readiness and response, and effective stakeholder coordination.
- Identify and recommend as needed City policy on waste services programs, contracts, and regional activities.
- Develop community outreach and educational activities related to City waste services and overall waste minimization activities. Respond to community, City Manager, and City Council requests for information and waste services plans.
- Manage all lead or supervisory employees who direct the daily operation of Longmont’s waste services programs.
- Assist Director of Strategic Integration Department with analysis of recycle commodities, Waste Diversion Center revenues, and special trash program costs.
- Assist Director of Water & Waste Department and fulfill some planning functions related to preparing and administering annual operating budgets, waste services revenue accounting and planning, performance measurement programs, and computerized systems that support waste services.
- Manage the planning, organization and assignment of personnel to projects and overall operations.
- Manage Division programs and activities with stakeholders including contractors, service providers, and other City, County and State departments.
- Prepare, review and submit reports and proposals to improve the effectiveness and efficiencies of Division operational practices. Identify and recommend improvements for evaluation by the Director, Assistant City Manager and Department leadership team.
- Prepare, review and submit a variety of reports, correspondence, memoranda, and other communications.
- Oversee and insure compliance with applicable local, state, and federal regulations, requirements and specifications.
- Oversee and establish maintenance management policies, procedures, schedules, and methods to insure proper maintenance of the waste services collection program.
- Develop and/or review equipment and materials specifications. Control and authorize expenditures of supplies, equipment and services within guidelines and authority.
- Work with contractors and City staff in other departments to develop required education and outreach programs for waste services with an emphasis on waste diversion programs.
- Oversee the operation and development of the City’s Waste Diversion Center.
- Control and authorize expenditures for supplies, materials, equipment, and services.
- Assist in developing the specifications for waste services collection equipment.
- Select, train, supervise and evaluate first level supervisors and direct reports. Review all employee evaluations and recommend employee actions. Provide training opportunities for employees, supervisors, and or lead workers.
- Respond to and resolve customer complaints regarding waste services operations.
- Build alliances, foster effective teamwork and build constructive relationships within and between individuals and other work groups. Coordinate activities with other City departments, divisions and outside agencies as required to deliver solid waste related services.
- Ensure safe work practices and procedures are followed, and that all safety regulations and City safety policies are adhered to. Establish standard operating procedures and policies.
- Plan, coordinate, supervise and review operations, services, maintenance, repairs, and/or improvements of the City’s waste, compost and recycling services.
- Assist in the development and implementation of goals, objectives, work plans, policies and priorities.
- Review and coordinate activities, including scheduling routes, personnel, materials and equipment appropriate to assignments.
- Coordinate the documentation and preparation of work schedules and activity reports; daily records of personnel, time, equipment and materials used; equipment, tool, supply, material inventories and activity and maintenance logs.
- Requisition and purchase supplies and materials. Prepare purchasing and equipment specs, evaluate purchasing options and vendors, and make recommendations.
- Schedule and collaborate with Fleet Services on vehicle and equipment maintenance.
- Interview, select, train, supervise and evaluate subordinate personnel including performance evaluations. Provide safety information and training to subordinate personnel. Review and approve time sheets.
- Oversee related services and activities impacting the public/customers as necessary.
