On August 14, 2025, Colorado’s Producer Responsibility Advisory Board submitted its approval recommendation memo for Circular Action Alliance’s amended Program Plan. As per HB22-1355, with CDPHE in receipt of the board’s recommendation, the public comment period is now open
The Producer Responsibility Program for Statewide Recycling Act was signed into law in June 2022. As per the act, by January 1, 2026, and each year thereafter, CDPHE’s Executive Director shall develop an eco-modulation bonus schedule designed to reduce producer responsibility dues of producers who meet certain benchmarks established by the Executive Director. To satisfy this requirement, we are proposing changes to Section 18.9 of the Regulations Pertaining to Solid Waste Sites and Facilities.

On July 9th, 2025, PaintCare proposed an amendment to the Colorado Paint Stewardship Program plan requesting an increase to the program assessment structure. Per 25-17-404(3)(a) C.R.S., the Executive Director shall approve or reject a plan in writing within ninety days after the receipt of the plan and therefore, should provide a response to PaintCare by October 7th, 2025. The Colorado Department of Public Health and Environment (CDPHE) has opened a 30 day public comment period for PaintCare’s proposed amendment to the Colorado Paint Stewardship Program plan through Sunday, August 10th, 2025. CDPHE will consider all public comments received before deciding whether to approve or reject the plan.
To increase the amount of film and flexible packaging from communities, Circular Colorado is inviting school districts across the state to join the Circular Transportation Network (CTN), a program of Circular Colorado and the CEDC. The CTN is funded in part by a grant from The Recycling Partnership to support the initiation of a collection system to collect, consolidate and recycle film and flexible packaging.

The Operations Manager – Recycling Collections will oversee CAA’s program for collection of recycling across Colorado. This role establishes and manages contracts with recycling collection haulers including municipal, private sector, and drop-off facilities. This includes leading relationships with these interest holders and collaborating with them to accomplish CAA’s and State of Colorado’s Extended Producer Responsibility operational outcomes. The Operations Manager – Recycling Collections will also collaborate with CAA teammates and external interest holders to educate and engage haulers, expand access to recycling collection services, and invest in Colorado’s recycling infrastructure. This role will ensure workflows are managed to meet critical implementation, operational, and reporting deadlines.

This position exists to become a fully functional environmental protection specialist specializing in product stewardship programs for hard to recycle materials. Under supervision and support of other recycling and producer responsibility specialist in the unit, the position will: 1) conduct inspections for the Paint Stewardship Programs, as well as inspections of other solid waste recycling facilities; 2) provide compliance assistance and technical outreach to the regulated community, and 3) collect, analyze, and evaluate waste diversion recycling data associated with hard to recycle materials and authorized product stewardship programs. This position performs regulatory oversight of Colorado’s Paint Stewardship Program, as authorized under SB 14-029. Specific duties of this position are completed with supervisor oversight as an EPS I position.
