Municipal and County Representatives Please Complete the Needs Assessment Survey by October 13th

The Producer Responsibility Program for Statewide Recycling Act, House Bill 22-1355, was passed in 2022. This legislation requires companies that sell products in packaging and paper products to fund a statewide recycling system to recycle those materials. 

The project team has just released a survey to assess existing recycling programs and infrastructure in Colorado in order to identify opportunities for growth and improvements to the system. The survey link can be found here: https://www.surveymonkey.com/r/8GHTHGX

Who should complete this survey?

Municipal, unincorporated area, county representatives or others who can submit recycling and waste management information on behalf of these areas. We request that only one survey is completed per jurisdiction. If multiple members of your team have received this email please coordinate one response. 

How long will this survey take? 

This survey may take between one and eight hours depending on how services are provided and who you may have to work with to gather the data. You can download a PDF version of the survey HERE so your team can review and identify which information you need before filling out the online version. Information input into the survey will be saved each time you select “Next” and go to the next page as long as you use the same device and cookies are enabled. 

When do I need to complete this survey by?

The deadline is October 13th however we would ask that you review the questions as soon as possible.  The sooner we have responses the better as we are working under very short timelines.

What is the purpose of the survey? 

The Producer Responsibility Program for Statewide Recycling Act, House Bill 22-1355, was passed in 2022. This legislation requires companies that sell products in packaging and paper products to fund a statewide recycling system to recycle those materials. These companies formed an independent non-profit organization, Circular Action Alliance (CAA), which is a Producer Responsibility Organization to coordinate, fund, and manage this statewide recycling system.

For municipalities, this legislation provides new opportunities to expand local recycling services. The legislation explicitly requires “convenient and equitable access to recycling services for all readily recyclable materials at no charge to the covered entity.”

This survey is part of a Needs Assessment study which is required by the law and is meant to assess existing recycling programs and infrastructure in Colorado in order to identify opportunities for growth and improvements to the system.
