Request for Proposal: Zero-Waste Planning and Strategic Action Plan Consultant

The City and County of Broomfield (CCOB) is requesting proposals from qualified firms to conduct a community wide planning process and prepare a long-term “Zero Waste Action Plan” (ZWAP or the Project). In the fall of 2020, CCOB applied for and received funding from the Colorado Department of Public Health and Environment’s Front Range Waste Diversion (FRWD) Program. In conjunction with significant CCOB staff resources, the funding will be used to complete the elements of the Project outlined below and ultimately chart a path to achieve Broomfield’s formally adopted waste diversion goals of 50% by 2025 and 100% (or very close) by 2030.

Consultants are invited to respond to CCOB’s Request for Proposal who are: experienced in long-term, strategic planning projects for waste reduction and recycling; skilled at working with a diverse set of stakeholders to develop outcomes; knowledgeable about methods for public engagement while social distancing requirements are in place and, familiar with innovations for waste goals and management that are being implemented in other communities.
